We notice that our COTAN package does not have binaries on Palomino7 caused by the PCATools dependency.

PCAtools fails to compile due to missing dependency proj4

Error: processing vignette 'PCAtools.Rmd' failed with diagnostics:
there is no package called 'proj4'

Can you please install the proj4 package on Palomino7? We asked the maintainers of PCAtool package to update the dependency list but we got no answer yet.
