Bioconductor is a collection of R packages. You could reference the R Licensing https://www.r-project.org/Licenses/ . Individual packages reference their own licensing but are supposed to be consistent with open source licensing. You can look up individual package licenses on package landing pages. An example of the GenomicRanges package landing page: http://bioconductor.org/packages/GenomicRanges/
