The Bioconductor website (https://bioconductor.org/packages/release/bioc/html/affyQCReport.html) indicates that affQCReport is available for Biocondcutor version 3.13, albeit deprecated. However, installation fails with an error:

If you look at the bottom of the page https://bioconductor.org/packages/release/bioc/html/affyQCReport.html , It never had a successful build since the start of the release. And as lsmatott indicated is due to simpleaffy not being available and them not adjusting their package accordingly. If it did not build correctly at least once it will not be available to download. Also indicated by the badge at the top: Platform: None.

Same problem! Solved running:

BiocManager::install("simpleaffy",site_repository = "https://bioconductor.org/packages/3.5/bioc")
