Tried the following and had success installing EnhancedVolcano

sudo aptitude install libproj-dev libgdal-dev
install.packages("proj4", dependencies=TRUE)
install.packages("ggalt", dependencies = T)
devtools::install_github('kevinblighe/EnhancedVolcano')
