I have submitted a new package to Bioconductor.

Now I see that on a windows machine it needs this library prior installation.

Where in the DESCRIPTION and what imports in the NAMESPACE I would need to place so that BiocStyle::html_document is recognized during vignette building as a pre-requisite?

Presumably this is in the header of your vignette? It should be sufficient to add BiocStyle under Suggests: in the DESCRIPTION file.

As an aside, package development questions are best submitted to the devel mailing list at https://stat.ethz.ch/mailman/listinfo/bioc-devel . You'll have to register there as part of the submission too if you haven't done so already.
