Is it necessary to redownload packages every time I log off and re-enter R? If not how do I avoid this?

It should not be necessary. Can you explain some more about how you use R? For example, do you use R on a shared computer or on a High Performance Computing (HPC) environment? Which operating system do you use? Do you use R Studio? Do you use R via conda?

Can you post all messages that are output when you try to install a package? Please also post the output of sessionInfo(). If you are using a computer at, e.g., a university, then perhaps contact the IT Help Desk.
