Bioconductors:

We are pleased to announce Bioconductor 3.2, consisting of 1104
software packages, 257 experiment data packages, and 917
up-to-date annotation packages. 

There are 80 new software packages, and many updates and improvements
to existing packages; Bioconductor 3.2 is compatible with R 3.2,
and is supported on Linux, 32- and 64-bit Windows, and Mac OS X.  This
release includes an updated Bioconductor Amazon Machine Image
and Docker containers.

Note: The Snow Leopard builds are a few days behind, because of some issues that we are working through. However, this new release should still be basically usable on Snow Leopard. Note also that this is the last version of Bioconductor to be supported on Snow Leopard. You should plan to migrate to Mavericks or newer before the next release (in the Spring of 2016).

1. Install R 3.2.  Bioconductor 3.2 has been designed expressly
for this version of R.

I noticed in the chooseBioCmirror(), a new mirror '0-Bioconductor (World-wide)'.  Where are they located, more specifically does this include Latin America?

It is served using Amazon CloudFront meaning the content is pushed to a number of "edge locations" around the world, including São Paulo and Rio de Janeiro.
