You probably are not able to connect to the internet at all (or possibly you are behind a firewall). You should check the relevant R documentaion (this has been visited many times and the mail list archive will give some hints as well). Contacting your local systems support people may be needed. In many cases, I manage to overcome this without bothering the systems support people by starting R with the --internet2 option. 1. Right click on the shortcut that starts R (usually on your desktop). 2. Go to Properties 3. Under Shortcuts tab, add '--internet2' to the existing path in target. Mine looks like this after modification c:\R\rw1091\bin\Rgui.exe --internet2 4. Press Apply and OK 5. Click on the icon now and try again. For further information you can read help("download.file"), the FAQ or search past mailing list archives.
