We have gone the route of distributing the code _only_ in the GEOmetadb package. The data are distributed as a separate SQLite file which, incidentally, can be used external to the package. In any case, when you use getSQLiteFile() function in GEOmetadb, you will be greeted with the schema version and creation timestamp of the SQLite file. To answer your question directly, the SQLite file is rebuilt weekly (currently Saturdays).
